So my CT-1 wont redline when the fuel is on but when its off and some of the gas drains from the carb it runs perfect until it runs out of gas of course.
It only revs up to about 5k before it starts bogging and stays there, also if you put your hand behind the carb intake you get a light mist of gasoline on your fingers.

You need to re-build your carb. At least get a new needle and seat.

I got it fixed, there wasn't a gasket inbetween the engine and carb just a O ring and I cleaned the carb also and now it runs like it did when i first got it but then I threw the chain in 1st and the chain wrapped around the front sprocket and cracked the cover that houses the magneto and a bunch of other shit broke.

Also what would changing the seat do with it?

Sorry bother I've been on vacation. You were saying in your first post the carb was draining gas I assumed it was coming out the overflow.
A worn or dirty needle and seat will not stop the flow of fuel once the floats come up and then the gas just draines out on the ground out of the overflow tube.
